It's becoming very rare for an ISP to allow you to relay mail unrestricted these days. It's also becoming rare that you can even relay mail to anyone on standard port 25. This is because Internet Service Providers are blocking TCP port 25, the path that all mail on the internet uses. If your provider is blocking port 25 outbound you cannot send email except thru their servers. If they are blocking port 25 the other direction, inbound, then you cannot accept mail if you run your own server.
